Somerset County stands to save on e-waste disposal

SOMERSET COUNTY — As a result of changes in state law, Somerset County no longer
is paying t
o recycle and dispose of electronic waste such as old computers and televisions.
Manufacturers instead are picking up the tab for disassembling such devices and
recycling their components. As a result, Somerset County will save about $71,000
in 2011, officials said.
Sixty five percent of the 1.07 million pounds of electronic waste collected by the
county last year would have been covered by the new policy, said Diana Vigilante,
manager of solid waste.
"We're still getting a lot of those old, big bulky TVs - that's where a lot of the
weight comes from," Vigilante said.
County residents can continue to recycle electronics as they have in the past -
by dropping them off on the first Saturday of each month at the Somerset County
Recycling Center, 40 Polhemus Lane in Bridgewater.
They also can drop off electronics on weekdays from 9 a.m. to 4 p.m. at Newtech
Recycling Inc., 600A Apgar Drive in the Somerset section of Franklin. Newtech is
the county's approved processor of electronics for a coalition of manufacturers,
known as the MRM network.
Both drop-off opportunities are free.
"The county usually gets a bill from Newtech for the end of the month," Vigilante
said. "Now, certain components will not show up on the bill - computers, monitors,
laptops, TVs. That's where the electronics industry will be paying for those components."
Under the law, manufacturers must recycle a proportional amount of waste relative
to their market share, said Jim Entwistle, president of Newtech. So the changes
not only sustain his business, but save taxpayers money and allow manufacturers
to meet their legal obligations.
Although consumers can drop off any kind of electronic waste, not all is eligible
for manufacturer-paid recycling under the New Jersey Electronic Waste Management
Act. The county still must pay to dispose of old cellular phones, printers and fax
machines, for example, Vigilante said.
The law takes effect Jan. 1, but Somerset and Union counties already are engaged
in a pilot program to test its performance. The pilot began Oct. 1.
Newtech also collects e-waste for Union County at the same Franklin Township location.
