Maryland has enacted an electronics recycling law, the Statewide Computer Recycling Pilot Program, that charges computer manufacturers an initial $5,000 registration fee to sell computers in Maryland and then an additional $5,000 annually if those manufacturers do not establish a computer take-back program to collect and recycle, refurbish, or reuse obsolete computers. Manufacturers that do establish such recovery programs will pay a $500 annual fee after the initial $5,000 registration.
The law applies to computer manufacturers that sell more than 1,000 computers annually in Maryland and requires those manufacturers to properly label their equipment free of charge to consumers. The new law also authorizes Maryland counties to develop their own computer recycling programs. In addition, the law requires the Maryland Department of the Environment to study and compare the impact of cathode-ray tube disposal and to review the effectiveness of the computer recycling pilot program by December 2008. Environmental activists have already suggested that it will be less expensive for computer manufacturers to simply pay the $5,000 annual fee than to establish free take-back programs. The new law is scheduled to expire at the end of 2010.
